First think of what you can write in a blog.You should have some kind of expertise in the field you write.After deciding the field decide whether you are going to use a free domain or a custom domain.Free domains are offered by companies like blogger and wordpress.If you are new to the world of internet then blogger is the way to go.It has an easy interface and you can set up a blog for yourself in minutes.

If you want  a custom domain like me windoss.com then you have to purchase the domain.You can purchase the domain from Godaddy,name,sedo etc.Then you need to decide on whether you want to host your blog at free hosting or at paid hosting.For paid hosting you can choose your desired web host and install Nucleus or wordpress or some other blog software.For free hosting you can use Blogger.Choosing between a free host  and paid depends on what you want and your technical expertise.If you are a new user with less technical expertise then it is better to go for free hosting.If you are an experienced user you can go for paid hosting.
